107.03 RECEIPT OF COMPENSATION BY CITY OFFICERS AND EMPLOYEES PROHIBITED; EXCEPTIONS.
   (a)    Except as provided in subsection (c) hereof, no City officer or employee shall receive or agree to receive, directly or indirectly, anything of value by way of compensation, other than the compensation paid to him by the City pursuant to ordinance, for any service rendered or to be rendered by him personally with respect to any legislation, proceeding, application, or other matter under consideration by Council or any department, board, commission or agency of the City.
   (b)    Except as provided in subsection (c) hereof, no City officer or employee shall sell or agree to sell, except through competitive bidding, any goods or services to the City or to any department, board, commission or agency thereof.
   (c)    A City officer who is appointed to a nonelective office or a City employee shall be exempted from subsections (a) and (b) hereof, provided that, prior to rendering the personal services or selling or agreeing to sell the goods or services, he files a statement with the Clerk of Council, containing the following information:
      (1)    The name and residence address of the officer or employee.
      (2)    His title or a description of the nature of his employment with the City and the expiration date of his term of office, if applicable.
      (3)    A description of the pending legislation, proceeding, application or other matter.
      (4)    If applicable, a brief description of the personal services to be rendered or of the goods or services to be purchased.
      (5)    A declaration by the officer or employee that he disqualifies himself from participation in any official capacity in consideration or disposition of the matter pending or the purchase of the goods or services.
   (d)    No City officer or employee who files a statement or is required to file a statement under subsection (c) hereof shall knowingly fail to disqualify himself from any participation in an official capacity in accordance with the terms of such statement.
