SECTION 11.02 VOTER APPROVAL REQUIRED FOR INCREASE IN MUNICIPAL INCOME RATES, AND FOR REDUCTION OF MUNICIPAL INCOME TAX CREDIT.
   No ordinance or resolution
   (1)    Increasing the rate of tax imposed by Chapter 111, Codified Ordinances of Highland Heights, (Municipal Income Tax) to more than one percent (1%) per annum, or
   (2)    Reducing to less than one hundred percent (100%) the credit against Highland Heights Municipal Income Tax allowed by Section 111.1902, Codified Ordinances of Highland Heights, for municipal income taxes paid by Highland Heights residents to other municipalities
shall be enacted except by affirmative vote of not less than five (5) members of Council. No such ordinance shall become effective unless first submitted to the electors of the City for their approval or rejection at a regular election, and unless approved by a majority of the electors voting on such issue.
