SECTION 6.05.02 DUTIES.
   The Commission shall provide by rule for ascertainment of merit and fitness as the basis for appointment and promotion in the classified service of the Municipality, in the manner provided by the Constitution of the State of Ohio with respect to municipalities, and for appeals from the action of the Mayor in any case of transfer, reduction or removal except as otherwise provided in this Charter, and the action of the Commission on any such appeal shall be final, except as provided by law. The Commission shall keep a record of its proceedings and examinations, which shall be open to public inspection and, in all matters not in conflict with this Charter, shall conduct its affairs in accordance with the provisions of the general law.
   Before any rule or amendment thereto shall be adopted the same shall be published in the same manner required for publication of resolutions and ordinances and, if requested in writing by any interested party within fourteen (14) days of such publication, a public hearing thereon shall be scheduled with notice of the date, time and location of such public hearing to be advertised once in a newspaper of general circulation within the Municipality at least seven (7) days prior to the scheduled public hearing. 
   Any person who shall have served the Municipality for at least one (1) year immediately prior to January 1, 1967 may be retained in the same or any similar position without examination.
