SECTION 3.02 POWERS.

The Municipality of Highland Heights hereby reserves to itself all powers, general or special, governmental or proprietary, which may now or hereafter lawfully be possessed or exercised by any municipal corporation of Ohio. Any enumeration herein of specific powers shall not be held to be exclusive.
