PREAMBLE

We, the people of the City of Highland Heights, in the county of Cuyahoga, State of Ohio, grateful to Almighty God for our freedom, to secure its blessings and to secure the benefits of municipal home rule and local self-government under the Constitution and Laws of the State of Ohio, do hereby adopt this Charter.
