922.02 RULES AND POLICIES.

The Mayor may, from time to time, establish reasonable rules and policies, for any planned outdoor activity for the use of the City Property regarding obtaining permits pursuant to this section. Such rules and policies shall be based on a due regard for the safety of those using the City Property, the public, the safety and maintenance of the City property, the need for and the availability of police, fire and maintenance personnel, and the maximum number of people who can safely use the property at one time.
