Any resident who places, erects, constructs, leases, contracts for, or otherwise permits to remain on any residential premises within the City, any portable home storage unit which by the provisions of this chapter, is not permitted to do so or who otherwise violates any provision of this chapter, or fails to comply therewith, shall for each violation or noncompliance be deemed guilty of a minor misdemeanor and shall, for the first offense, be fined not more than one hundred dollars ($100.00), and for a second or subsequent offense shall be fined not less than one hundred fifty dollars ($150.00). Each day of any violation or failure to comply shall constitute a separate offense.
