1501.19 FIRE LINES.
   (a)   The Fire Chief and any of his assistants having charge of any fire have the authority whenever in their opinion it becomes necessary to do so, for the purpose of facilitating the extinguishment of such fire, to establish fire lines about the same.
   (b)   Whenever upon the occasion of any fire such lines have been established about the same, no person, unless he is the owner, lessee or one having a property right or interest in the burning property imperiled thereby, shall enter the limits fixed by such lines.
   (c)   Nothing herein contained shall operate to exclude from the limits so established any member of the Fire or Police Departments or any person who has obtained a permit from the Fire Chief or one of his assistants to so enter.
