923.04 RULES AND REGULATIONS .

   The Mayor is hereby authorized, empowered and directed to promulgate rules and regulations, not inconsistent with this chapter, pursuant to which services are to be performed for eligible residents as provided herein. Such regulations shall include, without limitation, requirements for appropriate documentation of the eligibility requirements set forth in Section 923.02.
