923.02 ELIGIBILITY REQUIREMENTS.
Residents desiring the service provided in Section 923.01 may establish eligibility for such services by filing with the Mayor, or a person designated by him, a registration form to be provided by the City, indicating compliance by the registrant with all of the following requirements:
(a) The registrant shall not be less than sixty-five years of age or physically handicapped;
(b) The registrant shall be fully retired or completely disabled and have no income whatsoever other than retirement income, disability benefits or passive income from property;
(c) The registrant shall live alone or with a spouse, and no able bodied person, capable of performing snow removal, lives in the same household with the registrant; and
(d) The registrant, the registrant's spouse and all owners of record of the property on which registrant resides shall release the City, its agents, servants and employees from all liability whatsoever arising out of or in any way connected with the performance of these services by the City as provided in this chapter, as well as from failure at any time or times to provide such services. Such release shall be properly executed and acknowledged on a form approved from time-to-time by the Director of Law.
