921.02 RULES AND REGULATIONS.
The following rules and regulations are hereby established for the Highland Heights Community Park, Whiteford Park, and any other park within the City limits:

(a) The park shall be restricted for use by residents of the City of Highland Heights and their guests. (Ord. 21-1970. Passed 9-8-70.)
(b) The park shall open at 8:00 a.m. and close at 10:30 p.m., unless specific notice is made providing for different hours for specific days.

(c) The speed limit established for all motor vehicles on all roadways in the park shall be ten miles per hour. (Ord. 21-1970. Passed 9-8-70.)
(d) No person in the Community Park shall conduct himself in the following manner:
(1) Buildings and Other Property.
A. Willfully mark, deface, disfigure, injure, tamper with or displace or remove any building, bridge, tables, benches, fireplaces, railings, paving or paving material, water lines or other public utilities, signs, notices or placards, monuments, stakes, posts or other boundary markers, fences or other structures or equipment, facilities or park property or appurtenances, either real or personal.
B. Fail to co-operate in maintaining restrooms and washrooms in a neat and sanitary condition.
C. Dig or remove any soil, sand, rock, stones, trees, shrubs or plants, down timber or other wood or materials or make any excavation by tool, equipment, blasting or other means or agency unless expressly requested to do so by the proper Municipal authority.
D. Except on special written permission of the Mayor, erect any building or structure of any kind, or run or string any public service utility into, upon or across such lands.
(2) Trees, Shrubbery and Lawns.
A. Damage, cut, carve, transplant or remove any tree or plant or injure the bark or pick the flowers or seeds of any tree or plant, nor shall any person attach any rope, wire or other contrivance to any tree or plant. A person shall not dig or otherwise disturb grass areas or walk upon any area posted with a sign to "keep off".
B. Climb any tree or walk, stand or sit upon monuments, vases, fountains, railings, fences or other property not designated or customarily used for such purposes.
(3) Water, Pools and Grounds.
A. Throw, discharge or otherwise place or cause to be placed in the waters of any fountain, pool, pond or stream any substance, matter or thing, liquid or solid, which will or may result in the pollution of such waters.
B. Dump, bring in, deposit or leave any bottles, broken glass, ashes, paper boxes, cans, dirt, rubbish, waste, garbage, refuse or other trash, except such may be deposited or placed in proper receptacles where provided. When receptacles are not so provided, all such rubbish or waste shall be carried away from the park by the person responsible for its presence, and properly disposed of elsewhere.
(4) Motor Vehicles, Bicycles and Scooters.
A. Drive, operate or ride a motor vehicle of any kind, including motor scooter or motorized bicycle within the grounds of any park except through the duly designated entranceways into the lots set aside for parking.
B. Leave any bicycle lying on the ground, walks, drives or set against trees, or in any place where persons may trip over or be injured by them.
(5) Behavior.
A. Enter the park in an intoxicated condition.
B. Expose or offer for sale any food, beverage, ice cream, frozen dessert or any other edible, comestible or any other article or thing unless such person is a concessionaire duly licensed by the proper authority of the City.
C. Set off, explode or cause to be exploded fireworks, firecrackers, torpedoes, rockets or other explosives, unless prior written permission of the Mayor has first been obtained, which permission may be granted only for events open to the general public of Highland Heights.
D. Loiter or protractedly lounge on the seats, benches or other areas or engage in loud, boisterous, threatening, abusive, insulting or indecent language, or engage in any disorderly conduct or behavior tending to a breach of public peace.
E. Disturb or interfere with any person using any recreation facilities or park area under authority of a permit.
F. Enter any area or building posted as "closed to the public".
(e) Further rules for conduct within the Municipal park and use of the park and the facilities thereof, not inconsistent with the provisions of this section may be promulgated by the Mayor.
