913.13 APPEAL TO PLANNING COMMISSION.
   Owners who are refused building permits by the Building Commissioner and owners who receive notice to restore or reconstruct from the Service Director may appeal such decision to the Planning and Zoning Commission within twenty days after such refusal or notice. The Commission shall, after hearing all the evidence, affirm, reverse or modify such decision. An owner shall not be entitled to apply for a writ of mandamus or other order to any court unless all the administrative remedies provided in this chapter are first exhausted.
