913.01 CONSTRUCTION OR RELOCATION PERMIT REQUIRED.
No person, firm or corporation shall construct, install or relocate on private or public property in the Municipality, a storm sewer ten inches or more in diameter or appurtenances thereto, drainage ditches, culverts or bridges, or increase or decrease the size or grade of, or obstruct or accelerate the natural flow of, any existing natural or artificially made watercourse or drainage ditch without having first obtained a permit therefor from the Building Commissioner as provided for herein.
