910.02 NOTICE TO OWNER CONCERNING NECESSARY CONSTRUCTION.
   Whenever the Building Commissioner finds that any sidewalk or apron should be constructed, repaired or replaced or is not free from nuisance, he shall notify the Clerk of Council, who shall notify the owner of the abutting property, in writing, to have the necessary construction, reconstruction or repair made. This notice shall include a showing of the Resolution of Necessity and the location of the sidewalk and apron area, the nature of the construction, grading, repairing or replacement necessary, the materials to be used and the estimated costs thereof. Such notice shall be served on the owner or his agent in the manner provided by law for the service of summons in civil actions. For the purpose of such service, any person charged with the collection of rents or the payment of taxes on the property or having general control of rents or the payment of taxes in any way, is considered the agent of the owner.
