521.11 ABANDONED, DESTROYED OR DISMANTLED JUNK VEHICLES.
   (a)    Definitions. Whenever used in this section:
      (1)    "Motor vehicle" means any vehicle as defined in Section 301.20 of the Traffic Code of the Codified Ordinances.
      (2)    "Junk vehicle" means a former motor vehicle which is so dismantled, destroyed or changed that it physically is no longer a motor vehicle or is not the motor vehicle described in the purchaser's certificate of title.
   (b)    Abandoned Junk Vehicles on Public or Private Property.
      (1)    No person shall place, stand or park a junk vehicle upon any street, alley or public grounds, or upon any private property without the consent of the owner, for a period in excess of twenty-four hours.
      (2)    No owner, lessee, agent, tenant or occupant of public or private property shall park, store or stand, or permit to be parked or stored, any junk vehicle upon any private or public property within the City for a period of fifteen days or more, unless kept within a building, except persons engaged in the automobile repair business.
   (c)    Removal of Abandoned, Destroyed, Dismantled Junk Vehicle. Any junk vehicle which is disposed of in violation of subsection (b)(l) hereof shall be deemed abandoned at the end of the twenty-four hour period, and any junk vehicle that is parked or stored in violation of subsection (b)(2) hereof shall be deemed abandoned at the end of the fifteen-day period. Such abandoned junk vehicles shall be subject to being impounded, removed and conveyed by towing or other means, by order of any member of the Police Department to any area, public or private, where it may be lawfully placed. After being impounded for a minimum of ten days, such junk vehicle may be sold for salvage value or otherwise permanently disposed of.
   (d)    Notice of Condition of Junk Vehicle and Its Removal. Notice that such junk vehicle is so dismantled, destroyed or changed that it physically is no longer a motor vehicle or is not the motor vehicle described in the purchaser's certificate of title, shall be given to the Clerk of the Court of Common Pleas who issued it, providing that the name of the owner of such junk vehicle and the Clerk of Court issuing such certificate of title can readily be determined upon reasonable inquiry.
   (e)    Distribution of Proceeds of Sale of Junk Vehicles. After junk vehicles have been sold or otherwise disposed of, the proceeds of such sale, if any, shall be applied to the towing and storage charges and the balance, if any, shall be deposited into the General Fund of the City.    (f)    Whoever violates subsection (b) hereof is guilty of a minor misdemeanor.
