521.07 FENCES.
   (a)    No person shall erect or maintain any fence charged with electrical current.
   (b)    No person shall erect or maintain a barbed wire fence within the City except when the Building Commissioner determines that such a fence shall help protect members of the public from potentially hazardous uses or that it is necessary in a nonresidential district to provide security and protection for equipment or materials parked or stored outside the building or buildings located on the property. When the Building Commissioner makes such a determination the placement of not more than three strands of barbed wire shall be permitted to be placed on top of a vinyl coated chain link fence, provided such strands are not less than eighty-four inches from the ground nor more than 100 inches from the ground.
   (c)    Whoever violates this section is guilty of a minor misdemeanor. Each date on which such offense exists shall constitute a separate offense.
