351.17 SNOW EMERGENCIES.
   (a)   No person shall park any vehicle, with the exception of emergency and public safety vehicles, on certain designated thoroughfares within the corporate limits of the City at all times when snow accumulation equals two inches or more.
   (b)   The Mayor, in conjunction with the Police Department and other appropriate City departments, shall determine what streets should properly be included under the provisions of subsection (a) hereof and shall cause signs to be erected, at appropriate places, on each of the thoroughfares, indicating that parking is prohibited when snow accumulation exceeds two inches.
