   (b)   The Mayor shall designate fire lanes in shopping centers, commercial and industrial areas, public thoroughfares and such other places throughout the corporate limits where he, in his discretion, feels the same are necessary in order to insure the free passage of fire vehicles in the event of a fire emergency, and shall cause appropriate signs to be erected in the designated fire lanes for the information of the public.
   (c)   Whenever any police officer finds a motor vehicle parked in a designated fire lane he may cause the vehicle to be towed, in addition to issuing a citation for violation of this section, if he determines that such violation is causing or is about to cause an obstruction for the use of such parking for the emergency vehicles for which it was intended. In the event that such a tow is authorized by a police officer then the cost of such tow shall be borne by the owner or operator of the vehicle parked in the fire lane.
