The Council shall enact procedures for contracting and other fiscal processes that create a financial liability for the Municipality. All procedures shall follow the general law of Ohio relating to budgets, appropriations, deposits, expenditures, debts, bonds, contracts and other fiscal matters of municipalities and with other provisions of this Charter.
