SECTION 2. HUMAN RESOURCES SYSTEM.

The Council shall adopt by ordinance a Human Resources System for the Village of Highland Hills by March 31, 1992. The system shall specify how all offices are to be filled, the qualifications needed for each office, the pay and any privileges attached thereto. The system shall be reviewed annually.
