SECTION 1. GENERAL PROVISIONS.

The Council may create, combine or abolish departments and divisions as it deems advisable. It may authorize one person to be head of two or more departments or divisions; however, the Council shall not combine or abolish the Department of Finance or the Department of Law. (Amended 11-2-10)
