SECTION 6. WHEN ORDINANCES AND RESOLUTIONS TAKE EFFECT.
   Ordinances for the appropriation of money and emergency measures necessary for the immediate preservation of public peace, health or safety shall take effect immediately. Emergency measures shall clearly state the reasons for the necessity of emergency action and the statement shall be set forth in a separate section of the ordinance or resolution.
   Emergency measures shall require a two-thirds vote of the members of the Council for their enactment.
   No other ordinance or resolution shall go into effect until thirty (30) days after its final passage by Council. No action of the Council in authorizing any change in the boundaries of the Municipality or the surrender or joint exercise of any of its powers, or in granting any franchise, or in contracting for the supply to the Municipality, or its inhabitants of the product or service of any utility, whether municipally owned or not, shall be taken as an emergency measure.
