SECTION 2. ORGANIZATION.
   At the first Council meeting in January the Council shall meet in the Council Chamber and organize. Council shall adopt rules of Council by ordinance which may be codified. Council shall then review its rules at the organizational meeting in January of each year and may amend or modify by ordinance of the rules of Council. At the annual organization meeting, the Council shall elect by a majority vote one Councilperson to be the Council President and a second to be President Pro Tem. In the event that the Council President files petitions to run for Mayor during that calendar year, the Council President shall step down and vacate the position of Council President during the year of his/her term and election for Mayor. The Council President Pro Tem shall be elevated to the position of Council President and Council shall fill the vacancy of the position of Council President Pro Tem by election of one of the remaining members of Council excluding the former Council President. In addition, Councilpersons who are members of boards and commissions required by this Charter or by ordinance shall be selected, each to serve until the next organization meeting, unless such person shall cease in the meantime to be a Councilperson.
   The Council President shall have all the powers, duties, functions, obligations and rights as any other member of Council including the right to vote; shall preside at all the meetings of Council and conduct the meetings according to the rules of Council; shall execute on behalf of the Municipality, along with the Mayor, all, conveyances, evidences of indebtedness, and all contracts where the value exceeds $10,000.
   If the Council President is absent, the President Pro Tem of Council shall act in such person's place.
