We, the people of the Village of Highland Hills, in the county of Cuyahoga and the State of Ohio, in order to secure for ourselves the benefits of municipal home rule and to exercise all the powers of local self government under the Constitution and the Laws of Ohio, do hereby frame and adopt this Charter for the government of the Village of Highland Hills.
