(a) In the event the Mayor denies or disapproves of any application, said denial or disapproval shall be in writing, shall specify the reasons for said denial, and shall be hand delivered to the applicant or mailed by certified mail, or in the alternative, faxed to the applicant. The Mayor shall act promptly within the time limit specified in the following table:
