The Human Resource System committee shall cause to be published the Village Policy Manual and Employee Handbook which shall establish all relevant personnel policies applicable to all Village employees, full or part time. The HRSC shall create and recommend for approval to Council an employee Complement complete with a salary, hourly wage or salary range or structure for all employee positions, full or part time. The HRSC shall create any additional rules or regulations, subject to Council approval, that specify how offices are to be filled, the qualifications needed for each office, the minimum pay scale for each such office, job descriptions, any privileges or benefits attached to employment, and all related forms or documents for implementation of the human resource system. The Village Policy Manual and Employee Handbook shall be reviewed at least annually by the HRSC. Any changes, amendments, revocations or modifications to the Village Policy Manual and Employee Handbook shall be subject to review by the Department of Law and approval by a majority vote of Council.
