The members of the Personnel Review Board shall be appointed for a term of two (2) years commencing on the first day of January. Two (2) members of the Board shall be appointed to serve the balance of 1992 and 1993 and their appointments shall expire effective December 31, 1993. One member shall be appointed for the balance of 1992 which term shall expire December 31, 1992. Thereafter, one (1) member will be appointed for a two (2) year term commencing January 1, 1993 and ending December 31, 1995; two (2) members will be appointed for a two (2) year term commencing January 1, 1994 and ending December 31, 1996 and so on.
