(a) The Clerk shall have general powers to administer oaths, take affidavits, power to issue and sign all writs, process, subpoenas, and paper issuing out of the Mayor's Court, and to attach the seal of the Court thereto, and the power to approve all bonds, surety, recognizances and undertakings fixed by the Mayor, or by law. The Clerk shall file and safely keep all journals, records, books and papers belonging to or appertaining to the Court, record its proceedings and perform all other duties which the Mayor may prescribe, and keep a book showing all receipts and disbursements, which shall be open for public inspection at all times.
(b) The Clerk shall prepare and maintain a general index, a docket as prescribed by the Mayor, and such other records as the Mayor requires, or as required by law, all of which shall be the public records of the Court.
(c) The Clerk shall be empowered to receive and collect all costs, fees, fines, penalties, bail and other monies payable to the Court or to any officer of the Court and issue receipts therefore, and shall each month disburse same to the proper persons, offices, officers, and take receipts therefore, provided that fines received for the violation of State Laws, in general, shall be paid, where required, to the County Treasury. Monies deposited as security for costs shall be retained pending the outcome of litigation. The Clerk shall keep a separate account of all receipts and disbursements, which shall be a permanent public record of the office, as required by law, and on the expiration of the Clerk's term, such records shall be delivered to the successor in office. The Clerk shall have other powers and duties as are prescribed by the Mayor or as provided by law.
