A public hearing shall be held to determine whether a tow company has violated any of the provisions of Sections 303.081 through 303.086 or 303.088. Notice of the public hearing shall be sent by certified mail to the tow company's last known address at least thirty days prior to the public hearing. If the certified mail is returned unclaimed/refused, notice shall be sent by regular U.S. mail. The tow company shall have the right to appear at the public hearing, to be represented by counsel and to examine and cross examine witnesses.
