No person shall remove any vehicle impounded under the provisions of this article, from any automobile pound unless and until presentment is made of a receipt from the Clerk of the Municipal Court showing the payment of all fees for violation of any of the provisions of this traffic code as well as the payment of the towing and storage charges on such vehicle, or, upon a plea of not guilty, the furnishing of a bond as set by rules of the Municipal Court.
