(a) To establish ongoing review of bid procedures.
(b) Whenever competitive bidding is required, no contract shall be awarded by the Village except upon approval of the Board of Control.
(c) The Board of Control shall have no authority to approve any contract that is not required to be bid or is less than the spending authority of the Mayor.
(d) The Board shall maintain complete and accurate records of its proceedings.
