The Board of Control shall be composed of five voting members, including the Mayor, three (3) members appointed by the Mayor and one (1) member appointed by a majority vote of the members on Council. Each term shall be a calendar year term. Each appointment shall be memorialized in writing, signed by the Mayor and presented to the Clerk who shall keep a record of all members of the Board. The appointment by Council may be by resolution or motion at a regular or special meeting of Council. The above procedure shall occur immediately upon passage and by the Mayor and Council in January of each calendar year following adoption of this Code. Any member position that becomes vacant for any reason during the calendar year shall be filled by appointment by either the Mayor or Council, whoever made the appointment to fill the seat. The Mayor shall serve as the Chairperson.
