The Building Commissioner or his/her designee shall examine or cause to be examined every building or structure, or portion thereof purported as or believed to be unsafe, vacant or abandoned for a period of two (2) years or more. Buildings or structures that have been determined to be vacant for a period of two (2) years or more are conclusively considered to be a nuisance.
