The Building Inspector shall examine or cause to be examined every building or structure, or portion thereof, reported as or believed to be vacant or an unsafe building as defined in Section 1313.01(b). He shall give written notice to repair, abate or demolish as he deems necessary to the owner or owners of record, including any purchasers under a recorded land contract, and to the persons occupying the building if they are not the owners thereof in compliance with the requirements of Chapter 1306 regading administration and enforcement.
