159.03 EMPLOYMENT OF MINORITIES AND WOMEN.
   With the respect to the Village's desire to encourage employment of minorities and women by contract and to promote a minority business enterprise and a female business enterprise program in all public contracts, it shall be the duty of the Mayor of Director of Equal Opportunity:
   (a)   To supervise, coordinate, monitor, and enforce the implementation of employment goals and of minority and female business enterprise participation goals.
   (b)   To provide appropriate management and technical assistance to minority and female business enterprises so as to maximize their participation in contracts let by the Village, with such assistance to include:
      (1)   Providing such assistance with connection with the establishment, expansion and overall development of minority and female business enterprises;
      (2)   Assisting in the arrangement of business associations involving minority and/or female firms; and
      (3)   Planning and participating in training seminars for the purpose of informing potential bidders of the minority female business enterprise program and of business opportunities available.
   (c)   To serve as liaison with economic development organization and agencies working in support of economic development in the minority and female business communities.
   (d)   To coordinate any Village-sponsored economic development programs for minority and female business enterprises.
   (e)   To promulgate and revise as necessary, regulations implementing the minority and female business enterprise program.
