158.05 DUTIES, INSPECTIONS AND CORRECTIVE NOTICES.
   The C.B.O. shall be the Executive Head of the Building Department and shall give such time as may be necessary for the proper performance of the duties of that office and other duties delegated to him. He shall, when directed by the Mayor or Council or whenever the best interests of the Village so require, make investigations in connection with matters within his authority and make written reports thereon. The C.B.O. or his designated representative shall examine all buildings and structures in the course of erection, construction, alteration, removal or demolition throughout the Village as often as may be required to ensure efficient supervision. He shall be charged with the enforcement of the provisions of the Building Code adopted by the Village or such state standards that may apply. He shall pass upon all questions relating to the strength and durability of buildings and structures and the quality of materials and workmanship as far as they effect safety; he shall cause to be examined and approve all plans and specifications therefore before a permit is issued and shall sign and issue all permits, certificates and notices required to be issued by law or ordinance.
   When, in the opinion of the Chief, any building or structure or any electrical equipment, heating equipment, chimney, flue, pipe or other equipment, pertinent to and accessory to a building or structure in the Village, becomes a hazard to public safety, it shall be the duty of the Chief to inspect same. Upon finding any of the things herein before specified to be a hazard to public safety, he shall thereupon deliver to the owner, lessee or person in possession, written instructions to remove or remedy the dangerous condition in such a manner and within such reasonable time as may be necessary. The Building Chief shall not be limited by the list cited above. No person shall fail to comply with such instructions within the period stipulated or stated in the written instructions.
