All personnel of the Building Department shall be appointed by the Mayor, subject to confirmation by Council. During an absence or disability of the Inspector, the Mayor shall designate a substitute to act in his place. If a suitable substitute is not an employee of the Village, or if the Mayor is unable to appoint a qualified Inspector to be an employee of the Village, the Mayor shall have authority to contract with an independent contractor to provide such services, with the approval of Council.
