155.03 APPOINTMENTS AND PROMOTIONS.

The Mayor shall have exclusive authority to appoint all members of the Police Department, including the Chief of Police. All appointments made the Mayor shall not exceed the number of positions authorized by Council, and said appointments shall be approved by majority vote of Council. The Mayor may promote a member of the Police Department to fill any vacancy in the Department. The Chief of Police need not be a resident of the Village.
