The employment complement including rank and number of positions of the Police Department shall be staffed as this Council shall, from time to time, establish by separate ordinance. With the exception of the office of the Chief of Police, nothing in this chapter shall be construed to require the entire authorized strength of the Police Department to be filled at any given time.
