The Properties Director, as head of the Properties Department, the Mayor and the Human Resource System Committee are hereby authorized and directed to obtain, from time to time, the services of such workmen or laborers as may be necessary to perform the work of the Properties Department and to contract to pay fair and proper wages for such services upon obtaining authorization from Council for the payment of such services that are in excess of ten thousand dollars ($10,000).
