147.05 RULES AND REGULATIONS OF SENIOR CENTER.
   Council hereby establishes the following rules and regulations of the Village of Highland Hills Senior Center:
   (a)   All programs and services provided by the Village of Highland Hills Senior Center shall be open and available to all residents, who are of sixty (60) years of age or older, except where legal requirements of a service or program mandate other age limits;
   (b)   No person shall be denied participation in or use of the facilities or services of any program authorized and approved by the Director of Senior Services, except in instances where+ that person is not in compliance with reasonable Rules or Regulations.
   (c)   No membership, affiliation or association with any other group, club or association shall be a prerequisite or condition precedent to participation in programs or facilities. Thus, there shall be no fee charged for membership in the senior center. or for utilization of specific programs unless authorized by Council;
   (d)   All funds, including but not limited to program or activity receipts, gifts, income, or donations, received, delivered or paid to the Director shall be subject to the authority of the Director of Finance, and must be accounted for in a manner provided by law.
   (e)   All persons seeking to utilize the benefits and/or services provided by the Senior Department shall complete a registration form providing such information as the Director shall legally require and shall complete such other forms as required by the Director with approval of the Law Director.
