146.06 IMPOUNDING; NOTICE; REDEMPTION; RECORDKEEPING.
   (a)   It shall be the duty of the Animal Warden or any police officer to apprehend any animal running at large and to impound or cause to be impounded such animal in a suitable place which he shall provide either within or outside the Municipality for the keeping of animals in a humane manner. The Animal Warden shall also provide for the proper feeding and care of such animals while they are impounded.
   (b)   The Animal Warden shall, upon receiving any animal, make a complete registry, entering the breed, color, size and sex of such animal and whether it is licensed. If licensed, he shall enter the name and address of the owner and the number of the license tag and shall immediately give the licensee, if he can be found, written notice that the animal has been impounded. If the owner of the animal is unknown, written notice describing the animal and the time and place of taking, shall be posted for three days on the Village Police Department bulletin board.
   (c)   The owner of any animal so impounded may reclaim such animal upon presentation of a license, if the animal was unlicensed or untagged, and upon the payment of an impounding fee as provided in Chapter 105. These fines are in addition to any penalties which the owners of such animals may have incurred as a result of violating the provisions of Chapter 505 of the General Offenses Code.
   (d)   Dogs which have been seized by the Animal Warden and impounded shall be kept, housed, and fed for five days. At the expiration of such time, unless previously redeemed by the owners thereof, such animals shall be surrendered to the County Dog Pound of Cuyahoga County, Ohio. The Animal Warden shall keep a record of impounding fees and costs assessed against such animals and turn over all moneys received by him to the Finance Director of the Village.
   (e)   Any dangerous, fierce or vicious animal found running at large which cannot be taken up and impounded may be destroyed by the Animal Warden or any policeman.
