(a) The Animal Warden shall be appointed by the Mayor, with the approval of Council and shall be compensated in such amounts as Council shall approve. The Mayor is authorized to directly employ a person who shall be appointed as Animal Warden or enter into a contract with an independent contractor to serve as Animal Warden.
(b) The Animal Warden shall be responsible to the Police Chief and the Mayor for the manner in which he or she performs his or her duties.
(c) The Animal Warden shall be commissioned a special policeman by the Mayor and Police Chief. He shall receive no additional compensation for such duties. He shall not be on a classified list of the Police Department, nor be eligible for participation in the Police Pension Fund, if any. He shall have all the powers and exercise the duties provided by law for police officers in enforcing the Ordinances and State Laws relating to applicable to dogs and other animals.
