(a) Each new Council member shall participate in the New Council Member Orientation. The Clerk of Council and the Law Director shall schedule a training session for each new Council member to be held within thirty (30) days after verification of certification of the Council member's election to Council and taking of the Oath of Office is recorded and on file with the Clerk.
(b) The purpose of the orientation will be to train and educate the new Council member in the various functions of the Village government and the processes and procedures followed by Council in the handling of Council business. The orientation shall include, but not be limited to the following topics:
(1) Village history
(2) Village Charter
(3) Council Rules
(4) Council membership
(5) Ohio Sunshine Law
(6) Confidentiality
(7) Ohio Public Records Law
(8) Council's role, responsibilities and authority
(9) Clerk of Council's responsibilities
(10) Various departments of the Village
(11) Staff's roles and responsibilities
(12) Village/Council budgets and purchasing procedures
(13) Responding to residents' concerns
(c) The Clerk of Council or Council President shall schedule 30-minute introductory meetings with the new Council Member and key members of the Administrative Staff in efforts to understand their respective roles and interaction with Council.
(d) The Clerk of Council or Council President shall make the new Council Member aware of all required trainings, conferences and events relevant to ethical performance as a member of Council.
(e) All mandated materials that include, but are not limited to the following, shall be provided to the new Council member within five (5) business days after verification of certification of the Council member's election to Council and taking of the Oath of Office is recorded and on file with the Clerk:
(1) City Hall keys
(2) Council badge
(3) Council business cards
(4) Council name badge
(5) Village e-mail set up

APPENDIX 1.
COUNCIL OF THE VILLAGE OF HIGHLAND HILLS
SUNSHINE RULES POLICY
I. STATEMENT OF POLICY - MISSION STATEMENT.
We, the members of Council, believe that our residents and staff should receive an acknowledgment from us during their time of sickness and/or bereavement.
II. SUNSHINE RULES.
The purpose of this policy is to provide an expression of support for residents and staff during times of sickness and/or bereavement through cards, resolutions, food, flowers or monetary contributions as more fully set forth below.
A. Recipients: Highland Hills Residents, Employees, and their approved family members.
1. Approved Family Members: Mother, Father, Husband, Wife, Children, and Siblings.
B. Expressions of Love: Cards, Resolutions, Food Trays, Flowers, Monetary Contributions.
1. Food Trays and flowers in the amount of $30.00 will be limited to Village Employees.
C. All members of Council shall be consulted and a majority of Council shall decide and approve the type of expression to be sent to the recipient.
D. Phone calls and visits are also appreciated when someone is experiencing sickness or loss of a loved one.
E. It is important that Council Members notify the Clerk of Council know as soon as possible when an expression of love is required.
F. When consensus of Council is not readily available, the Clerk shall act in good faith and follow the Sunshine Rules Policy as stated above. All expenses will be taken out of the Council fund. (Ord. 2020-20. Passed 3-18-20.)
