The Village Engineer shall not participate in any review of any work wherein he or any of his partners or professional associates is the author or in which he or they have any direct or indirect financial interests. In such event, or in the event of the unavailability of the Village Engineer, the Mayor shall direct another engineer having the qualifications required by this chapter to serve as the "Acting Village Engineer" at the same compensation rate as the Village Engineer.
