131.08 PROCEDURE FOR PURCHASE OF EQUIPMENT AND AWARDING CONTRACTS.
    The Mayor shall have authority to award contracts for the purchase, lease, improvement, repair, or services of any nature, so long as the value of any such contract is less than Twenty-Five Thousand Dollars ($25,000.00). Thereafter, in the event that any such contract shall be Twenty-Five Thousand Dollars ($25,000.00) or greater, all such contracts shall be approved by the Board of Control and/or Council, by Ordinance and pursuant to Chapter 113 of the Codified Ordinances of Highland Hills.
   Procedure for Specifications of New Equipment to be Purchased for the Village. Whenever it is necessary that new equipment in excess of Twenty-Five Thousand Dollars ($25,000.00) be purchased for the Village, the specifications for such new equipment shall be first prepared by the proper authority and submitted to the respective Council committee for recommendation of approval to Council. Council shall approve specifications and authorize advertisements for bids based upon approved specifications.
