(a) Owner. The owner of every dwelling or his/her appointed agent shall be responsible for maintaining in a clean and sanitary condition the shared or common areas of the premises.
(b) Occupant. The occupant of a dwelling unit in any dwelling structure shall be responsible for maintaining in a clean and sanitary condition that part of the dwelling unit, dwelling structure or premises which he/she occupies and/or controls.
