(a) Any single-family, two-family or multiple-family dwelling structure which has been determined by the Building Commissioner or his/her designee to be abandoned, where no legally responsible owner or agent has been identified, where the owner or agent has failed to abate or remedy any violation of the Building and Housing Code, or where the Council has determined that a condition of spot blight exists, shall, upon proper service of notice on the property, cause the City to contract with a private firm for the abatement of exterior or interior violations, and the cost for the same shall be placed as a lien on the property tax duplicate of that property.
(b) Nothing in this section shall be construed to prohibit the City from taking any other action to correct or abate a violation of the Building and Housing Code, other applicable laws, ordinances or rules and regulations pertaining to the repair and maintenance of residential properties.
(c) Where the Council has made a determination that a condition of spot blight exists, the Director of Community Service and Economic Development is authorized to initiate an action to acquire the property, demolish the premises to remove the blighted condition, or sell the premises in addition to any other remedy available in this section.
