(a) All exterior walls shall be free from holes, breaks and loose or rotting material and shall be maintained weatherproof and properly surface-coated where required to prevent deterioration. All exterior wood or unfinished surfaces, excluding those woods approved for use in their natural state, must be sealed and painted, surface-covered with other approved protective coating or treated to prevent rot and decay, and must conform to and match the existing paint or surface covering and the original design or a replacement thereof. All replacements must match and conform to the original design or be replaced completely.
(b) All cornices, belt courses, corbels, terra cotta trim, wall facings and similar decorative features shall be maintained in good repair with proper anchorage and in a safe condition.
(c) Every exterior stairway, deck, porch and balcony, and all appurtenances attached thereto, shall be maintained structurally sound, in good repair, with proper anchorage and capable of supporting the imposed loads.
(d) Every handrail and guard shall be firmly fastened and capable of supporting normally imposed loads and shall be maintained in good condition.
(e) Every window, door and frame shall be kept in sound condition, good repair and weathertight.
(f) All glazing materials shall be maintained free from cracks and holes.
(g) Every window, other than a fixed window, shall be easily operable and capable of being held in position by window hardware.
(h) During the period from May 1 to September 30, every door, window and other outside opening utilized or required for ventilation purposes serving any single-family, two-family or multiple-family dwelling building shall be supplied with approved, tightly-fitting screens of not less than sixteen mesh per inch and every swinging door shall have a self-closing device in good working condition.
(i) All exterior doors and hardware shall be maintained in good condition. Locks at all entrances to dwelling units and guestrooms shall tightly secure the door. In all multiple-family dwelling buildings, all entrances and exits must lock securely and allow entrance only by key, numeric code, security guard or buzzer system. Egress shall not require a key, numeric code, security guard or buzzer system.
(j) Every basement hatchway shall be maintained to prevent entrance of rats, rain and surface drainage water.
(k) All wood and metal surfaces, including, but not limited to, window frames, doors, door frames, cornices, porches and trim, shall be maintained in good condition. Peeling, flaking and chipped, paint shall be eliminated and surfaces repainted.
