(a) Every owner or operator of a dwelling unit utilized as rental property shall have said unit's heating, water heating and central air conditioning equipment inspected and approved on a yearly basis by a certified and licensed heating and cooling contractor or technician. Receipt of inspection and approval shall be made available to the Commissioner of Buildings, the Housing Manager or their designee upon request. All owners of dwellings, prior to inspection for their sale, shall present a receipt and approval of heating, water heating and air conditioning equipment.
(b) Every dwelling shall be provided with heating facilities capable of maintaining a room temperature of seventy degrees Fahrenheit in all habitable rooms, kitchens and bathrooms when the exterior temperature falls below fifty degrees Fahrenheit within a period of twenty-four hours.
